Human rights discourse a relaively recent phenomenon associated with post-cold war. Harri englund, prisoners of freedom chapter 2, 6 wave of democracy. Major poliical and cultural issues are raised by the way in which the discourse is translated, even though these issues have litle oicial and academic atenion. Legalist discourse on human rights asserts universal equality before the law. Just as the idea of freedom can be conjured up to advance diferent poliical agendas, so too is it necessary to ask hat kind of responsibility a paricular human rights discourse exhorts. Few human rights acivists had thought of how its semanic content as individual freedom and liberty might constrain popular understandings of human rights discourse. Construct of ufulu wachibadwidwe, something taken for granted and understandable or idiomaic meanings: ufulu: freedom, liberty, and independence, wachibadwidwe: to be born, freedom as the birth right.
