Kinds of public interventions on cities (kinds of things done to, for, or on cities by the state) Land use controls: transportation, protection of eco-systems (such as protection of wetlands, reserves fauniques, beatification - make areas look more beautiful (biomass, trees, controls on aesthetics, public facilities - libraries, gyms, community centres. Services - running water, roads, waste management, education. Lack of understanding much of this (belief that filth and miasma were the problems) Not only should there be a plan, but there must be a regularly updated plan based on detailed studies of what exist and forecasts. This plan systematically gathers up material to determine whether public or private sector actors can do something. Control and reference guide aspects that is embodied in statutory plans, try to balance dichotomies.
