Eclipse of politics by bureaucracy and administration. Administration refers to management and it is associated with red tape and diling of forms and paperwork. Some question remains about why administration rising is concerning in the context of mass society. Some of the processes that are there are the result of previous decisions. Eg: administrative processes that deal with the environment and having environmental reviews. We pushed environmental reviews into administrative process, which is good, but it makes it difdicult to re-politicize certain issues. Critiques of the theory of the public sphere. Denies the signidicance of multiple public spheres. Rational-critical dialogue versus other modes of communication and action. Too conservative- public sphere demands equality of conditions (not just access) and decision making (not just debate) should be democratic. Counterfactual the public sphere never existed. Because the public sphere exists between the state and private individuals, it doesn"t work when you want to think of global or international states.
