Introduction: each province or territory mandates education, all provinces and territories adhere to the inclusive model to varying degrees. Historical changes in education for students with exceptionalities can be viewed in five phases. Neglected: were tolerated and cared for by family members at home or institutionalized with mentally ill. Residential programs (prior 1970"s: children with moderate to severe disabilities were taught in specialized institutions. Integration (1990"s: describes the placement of students with exceptionalities part time in general education classrooms, received special education services, often referred to as the pull-out method. Inclusion (2000"s: a practice based on the philosophy that students with exceptionalities belong to full time in general education settings, with a variety of support resource services. Accommodations: (adaptations) refers to specialized support to ensure the full potential of a students success through the use of various instructional, testing, grading and performance strategies.
