Up until 1960"s: individuals with exceptionalities were separated from the general public, living and receiving their education in residential facilities. Normalization movement: all individuals, regardless of disability should be provided with an education and a living arrangement as normal as possible = significant changes. This movement emerged as the divesting effects of institutionalization began to be recognized. Individuals with disabilities education act (idea) = children with disabilities to be educated in normal schools": students should only be removed if they are not learning even with aid and resources. Each province has it"s own education act or school act governing education in schools within its jurisdiction. All provinces have moved steadily towards inclusion in schools in a variety of ways. Before normalization movement, students with special needs were in self- contained, isolated classrooms. Neglected: were tolerated and cared for by family members at home or institutionalized with the mentally ill (e. g. psychiatric hospitals) or with the criminally insane (e. g. psychiatric prisons).
