The provinces do not have the same degree of social, ethnic and religious homogeneity, the same level of industrialization or even comparable economic structures: all these differences are reflected in their varying educational systems. Early in the 17th century, quebec was peopled by french roman catholic colonists. Once the english period began, it became ethnically split: new settlers arrived with various religious beliefs.
