Dissimilarities derive from the various dates that the provincial govnt were established. 4 provinces (qc, on, ns & nb) participated in the canadian confederation of 1867: 3 others were added within the next decade, sk & ab from 1905, nl became part of canada in 1949. Over the century, definitions of teaching objectives and educational needs changed. Factors to explain these dissimilarities: contrasting cultural conditions, economic conditions, social conditions. The provinces do not have the same degree of social, ethnic and religious homogeneity, the same level of industrialization or even comparable economic structures: all these differences are reflected in their varying educational systems. Early in the 17th century, quebec was peopled by french roman catholic colonists. Once the english period began, it became ethnically split: new settlers arrived with various religious beliefs.
