Torii = gateway; further down the road there is a shrine where these are located. A shimenawa is a sacred rope, with gohei which are white paper streamers which marks the central and purified sacred space in the shrine. Before the rope, outside the sacred space, there are still impurities/defilement. The public is not allowed beyond the rope, in the sacred space.
