1990s shift from peacekeeping to peacebuilding: not just ending wars but seeing how these countries that emerged from civil wars would build peace. There was an effort to end armed con ict in developing countries. There was a consensus that we are transitioning to move away from armed con ict. Justice: during repressive regimes, human rights abuses have been committed. Justice not just for victims but for perpetrators and survivors. Initially when the eld of transitional justice emerged, there was attention to see how to de ne it. When we talk about transitional justice we are talking about judicial and non-judicial measures that have been implemented by different countries in order to redress the legacies of massive human rights abuses (international centre for transitional justice 2015) It is about redressing past political injustices: it looks back to address the wrongs from the past and the legacies from these wrongs too.
