Lecture 25 : from the transition to democracy to the proc s. Constitution of 1978 is a key moment, ever since the 19th century it has moved from various regimes, and finally there is a constitution that can accommodate everyone, avoid civil war. There was consensus between the right and the left, along with the peripheral forces like the. Catalan national forces, but it did not have the backing of the pnv basque party. Pnv did not agree with the clause that recognizes the sovereignty that lies in the totality of the nation, right to self-rule but no self-determination which was the main objection. Referendum, overwhelming approval, 1st constitution backed by majority of population. Catalan was always more connected or interconnected to spain, and the constitution did ratify the generalitat and gave them autonomous rule, wanted independence later than the basque.
