Public ed seen as way to create better can citz (make sure not too radical/democratically inclined) Church increasingly losing power in lower can, reform movements usurped relig. But after union of canada"s, french pop in a poli minority. Church sought to fill void of hostile govt by providing services--including edu. Pei and the free education act of 1852.
