Bourbon reforms & consequences: decentralization of trade, centralization of administration, militarization, revenue collection, church state relations. They were problems in civil and religious administration because many of them had local interests that were counterintuitive to the crowns interests. He recommended to charles that he change the way these positions were appointed.
