Us children"s bureau est 1912, in dept of comm/labor. Initial appropriation ,640 first govt agency in world focused on kids. Main avenue to fed govt employment for college-educated women. Led by women @ time women could not vote. Had been part of uprising of 20,000 in 1909. Had partially won, but fact owners basically ignored. Nature-nurture debates and growing faith in expertise/regulation intended to realm of. Increasing view that govt had to reg busi more. Longstanding worried abt patterns of econ growth and role of big business in govt.
