Nazis wanted creation of independent state (tho no independent foreign policy) in collab w ustasha. 3 mil croats (only half of pop), 2 mil serbs, muslims, germans, jews, magyars, slovenes, czechs, ets. Ppl only had rights w/in framework of the state--totalitarian. Massacres were v brutal, headhunting, concentration camps (on adriatic islands) killed serbs, jews, some communists, etc. Camps modeled after german ones, but ustasha soldiers could b more cruel in their executions/torture--took pride in actions, corpses left around to rot. Populations were also re-educated--communities given choice of conversion or death (and sometimes killed anyway) Various puppet leaders--tool of germans to make occ easier. Some high up serbs wanted collab w axis. In exchange for collab, wanted expanded borders, poli rights, reduced repression, german help against communists--germans agreed but did not fulfill. Concentration camps operated by gestapo in serbia. Banjica, sajmiste (120,000 people interned, 50,000 killed, 50,000 deported)
