The bantustans became a large source of cheap labour. There were 10 homelands by the end of it. Perceived need to create loyalty in the bantustans. There was very excessive corruption in the arms trade and in international money laundering. Homeland policy saw the growth of some local elites. This is about capitalism, dividing cheap labour and get it from the articulate labour of the modes of production. Apartheid existed to keep the modes of production separate. Creating indirect rule from colonialism and this created significant issues for south africa today. Links south africa to wider colonialism in africa today. There was more going on in the bantustans than just an exploitative relationship. Lots of leadership coming out of the bantustans. Responses at a national level of the anc, who is trying to act as a national association. Trying to bring people into a larger puzzle group.
