Because there hadn"t been a real peace treaty yet, the navy was still blockading germany. No food or medical supplies were allowed in by sea. there was little or no money to pay for reconstruction or food. Almost every country in europe owed massive sums to others (especially britain to the us). There was a growing feeling of a lost generation . The war was so devastating and so many people died, it seemed like an entire generated was wiped away.
