People who want to see changes made language-wise. Culture wars about political and social values and how we accommodate different views of diversity in our society. It is the goal of the government to promote or suppress the use of different varieties. Elaborate a language or variety, purify it, enrich it, or standardize it. Not so much talking about the status of that language per se as its internal qualities. If a language is being used where it was previously not being used. You have to elaborate the lexicon, the vocabulary of the language and make it suitable for use or borrow vocabulary from the language that was used beforehand. There is a relationship between both language-planning types but they are recognized as distinct. Arises in cases where a state comprises speakers of more than one language. Both languages are pluricentric are spoken in many different countries, sometimes with large languages like english, french and spanish.
