All countries increased military budget as well as usa (china, russia, india, saudi arabia, Hegemonic war and international change: rise in challenger leading to the disequilibrium of the system, results in bipolarization which leads to a hegemonic war. When rising power has enough military they challenge the hegemon and changes the rules of the system. Unipolar threshold too powerful to be balanced. With the concentration of power in one state, balancing becomes very costly for other states. When the concentration of power grows in one state, other state have more incentive to balance against it. However, if the unipolar state continues to grow, other states will lose motivation to grow against it. No one wants to pay the high price which leads to passing the buck. Free- riding and defection on counter-hegemonic cooperation. Power: the ability to influence the behaviour of other to get the otcomes one wants.
