For ex: stoners pushing for legalization of marijuana. Popularity of a cause increases greatly but after a while it decreases. For ex: after 9/11 attacks bush political party popularity increases greatly but decreased after a few years. In need to boost popularity for personal gains therefor using the rally effect. War will not necessarily brake out but the smaller the bargaining range the more likely the chance of war. Hawkish (for war) vs. dovish (oppose war) interests. Companies in charge of rebuilding war territory benefit. Military budgets increase. (for ex: war coming= greater budget and more invested in war) Nationalist see war as a good thing. Tax payers (money for war come from taxes) Two sets of actors we need to consider, winners - hawkish and loser- dovish.
