Constituent assembly elected october 2001: regional closed-list pr system. New constitution: constitution drafted by committees of constituent assembly, disputes over references to religion, role of women, powers of presidency slow constitution-writing. Electoral system where you vote for a party, then if three candidates from that party get elected they take the top three names on the list. No picking and choosing from the list: 50% zipper quota for women. Every second candidate you put forth had to be a woman 2:2. This does not mean that 50% of parliament is women because everyone always picks the men 3:2: ennahda, a moderately islamist party, forms coalition government with secular parties. Won a plurality but not absolute majority (91/217) Formed active coalition with cpr and ettakatol which were both secular slightly left-of center parties. Proportional representation system made it hard for them to form an absolute majority.
