De nition: political state where many political decisions are made at lower levels of the government (cantons/states). These lower levels are units which are tied together by the state and have their own independent power which is assured by the constitution. They exist to spread out power and functionality in a country and localise laws and aspects to t with the situation unlike in unitary govs where the units are purely for bureaucratic purposes. Opposite of federalist gov: unitary where all decisions made in country"s capital (ex: Subnational units: the subunits in a federalist government. They must have some important aspect of autonomy for federalism to be secure and one way that can be done is having the power to raise their own taxes.
