Asynchronically -> different democratic institutions are put in place at different times. They"re less threatened because rule by the masses entails higher taxation of elites. Industrial revolution spreads wealth, creates middle-class which wishes for higher representation. They either accept the process, kill the revolutionaries, or themselves get killed. Higher asset mobility (i. e. money + stocks) = elite wealth is less threatened. Don"t want repression (they are now advocating for a say in how decisions are mad) Don"t want one-time concession from ruling elite (need long-term solution) As aristocrats watch these copy-cats rise = elites are less threatened. But what about the working class? (still make up the vast majority of the populations) Transition to democratization happens when threat of revolution is so severe that they begin to reform. If inequality is high than elites will repress. If it is too low there is no need for change. Needs a middle-class able to bridge the gap.
