Trustees talk amongst themselves to come up with better ideas: party of movement vs party of order, movement republicans, order conservatives wanting church to have power. Everyone casts their vote for a party and they split the votes according to that. Proportional representation more power to the party for government: more parties = more splitting. Canada = single party plurality: people obsessed with their rights instead of their duties, democracy was abandoned and totalitarianism became a solution because the industrial revolution bourgeois was taking advantage of the lower classes. Also, democracy did not try but things were not getting done. Want land and peace in democracy but has neither. Just took too long to fix therefore they gave all their power to one person to fix. Factionalism caused fascism/totalitarianism: howard, democratic consolidation if you"re having a system with a lot of interests, there has to be a belief in democracy and that you should be a state.
