Provinces as local government: glorified municipalities. Anything that does not come forward goes towards federal government. S13 and s16: 13: property and civil rights in the province civil law. We are not unitary, but close to a centralised federalism in canada. Someone must have paramount power even in this situation. Two levels of government that are separate but reasonably equal. Later on, did not want to be treated as inferior: not glorified municipalities, did not want to be treated as junior.
