Distinction between riker"s definition of federalism- a range. A good description of classical federalism but you have a constitution and winnicker statement at beginning of the course- constitution to keep peace between two levels of government. Those like macdonald didn"t want a federal system- messy and gave rise to american civil war. Initial problems in 50s and 60s was the conflict between upper and lower canada- french and english but really catholics and protestants. Language wasn"t dividing problem it was cultural based on religion. Qc said no, we are having problems because upper canada (ontario) wanted rep by pop because they were majority. Qc- lower canada, was a minority so they didn"t want to be in a new country where they were a distinct minority they wanted to be protected and federalism protected them and the senate was used for minority protection.
