POLI 221 Lecture Notes - Lecture 1: Body Politic, Intergovernmentalism, Social Union Framework Agreement
Document Summary
Canada"s 5th round of mega constitutional politics was not entirely unsuccessful. The aftermath of the charlottetown accord informed the canadian people of their capacity to act as a constitutionally sovereign people. Despite constitutional exhaustion" quebec sovereignists were still adamant to push forward with their attempts to negotiate an accommodation with canada, and to pursue their goal of independence. This meant that the possibility of canada falling once again into a period of constitutional crisis depended on quebec sovereigntists" ability to gather enough support from the province to force a cessation of crisis. The period between 1994 and 1995, highlighted the differences between qc and the rest of canada, as both parties had different opinions on qc"s constitutional future. While canadians outside qc wanted canada to stay united, their main priority during that time was knowing whether quebec wanted in or out, but the referendum did not make matters simple.
