Anyone who is effected by that issue is more likely to be affected by the agenda- setting effect. Elderly people who are on pensions will be more affected by pension news. Effects those who are less aware or politically engaged originated in psychology of how people process information. You put something in someone"s mind before you ask them what they"re interested in. If you"re really interested in vote choice -> tell them something that you think will influence their answer about vote choice i. e. tax cuts. Why are they always trying to work through the media. Need better theories about how people digest political information. This line of thought led to a few foundational studies in the 80s.
