Political violence underdevelopment (affects the economy, investment, social conditions political violence = dilemma. For modernization approach: stability as the most important thing political stability as a prerequisite to promote other things. But: negative part of stability may involves oppression (ex: s. hussein in iraq) State building challenge of building the capacity of the state. Political consolidation consolidate their political position (democracy track support for the next election // authoritarian maintaining the support through repression/coalitions)
