If an election is lost today, the participants who lost today, can still participate tomorrow, you don"t win once and forever. There is no accountability: a true democracy only takes place when everybody has education, heath care etc in many ways, if that is achieved through a democratic process, than the democracy is the best kind it can be. This is unfair but allows for greater economic growth (1) the question is then what is the democracy like in practice and is it fair to all. Levels of wealth, economic equity, organizations of economic system, social and cultural factors, colonial legacies all need to be considered: sometimes, the rule is wrong. One precondition that is often underestimated is that appropriate election institutions are needed. Countries without democratic traditions, need time to become accountable so it sometimes there can"t be a timeline to elections. Presumed indicators: length of time, alternation of power, surviving cases.
