Human socieies cannot endure or develop without broadly agreed and appropriate rules. Set of rules are insituions: direct and constrain human interacion, includes social insituions, economic insituions. Forms of rules expressed in poliical systems are called poliies: can involve localized leadership or extensive hierarchies of centralized control and power over territory. Characterisics of the modern state need to be disinguished from earlier poliics or non- modern states. In europe, modern state emerged largely endogenously, poliical units were shrinking: outward thrusts of imperialism and colonialism, establishing new insituions of roles in colonial states, increasing dominant west . The emergence of specialist poliical insituions and organizaions represents the difereniaion of poliical systems or poliies from other insituional spheres. Most recent and dominant form has been the modern state, the origins of which are primarily european. This form carried outwards b european imperialism and colonialism, and imposed on diverse socieies, or adopted and adapted by them.
