Anarchy is not eh default, questioning the default through disobedience shaping daily life. What place does the people, the collective, play in those who wield and are subject to. When church tries to constitute itself as a state, tensions arise: due to the creation of a modern state, away from monarchy. In strong monarchy, a king holds a theological significance place in the church. The king would pledge allegiance to the pope but would govern the church in england. Nominal affect to the pope but kings had enormous power over the church. Authority to wield all the earthly power it had, eg. laws, economics, etc. King wanted to lay tax on church property and demand religious boedeince. King wanted to break formally from the church and become the head of church.
