Regional security arrangements in a multipolar world? (acharya) Argument: since the breakdown of international cooperation over iraq, and the growing anti-americanism around the world, creates doubts about the prospect for a stable and legitimate international order under american hegemony. China and france seeking multi-polarity: (1) china, whose dramatic ascendancy poses the most serious challenge to the post-cold war balance of power (2) france, which asserted its independence from the us by refusing to invade iraq. Multi-polarity as strategic pursuit vs multi-polarity as normative quest: (1) Strategic multi-polarity is closely linked to the distribution of material power. Asean regional forum: asia"s first continent-wide regional security grouping. Aim was to not to strategically challenge american dominance, but to keep us engaged at a time when there was some chance of a precipitate us military withdrawal from the region. China"s new security concept: promotes the notion of multi-polarity while promoting regional security cooperation.
