So the actor has to develop an image of other actors and their intentions. This can be misperceived, jervis investigates these misperceptions. First hypothesis: decision makers tend to fit incoming information into existing theories and images: actors perceive what they expect. Along with this, a theory will have a greater impact on an actor"s interpretation of data the greater the ambiguity of the data and the higher the degree of confidence the actor has in the theory.
