In determining how he will behave, an actor must try to predict how others will act and how their actions will affect his values. So the actor has to develop an image of other actors and their intentions. This can be misperceived, jervis investigates these misperceptions. First hypothesis: decision makers tend to fit incoming information into existing theories and images: actors perceive what they expect. Along with this, a theory will have a greater impact on an actor"s interpretation of data the greater the ambiguity of the data and the higher the degree of confidence the actor has in the theory.
