Contradictions of the Alliance for Progress”
US simultaneously imposed:
Alliance for Progress: Development programed (backed by the US). It included local
modernization programs to empower the marginalized sectors of the community.
Counter insurgency program: which aided the Guatemalan regime. (Supplied arms and trained
soldiers). -> Lead to genocide
The aid given t the region was pointless because when it was in their interest, the US gov chose
to support the regime and the counter insurgency methods which had destroyed all previous
aid efforts.
oWashington Hypocrisy: pursuing self-benefitting interests
Initially give AID because they think this is favorable to development (which
means they can exploit the region even more)
As soon as going gets tough, they crack down (instead of siding with the
peasants perfectly legitimate demands – which are against US interests)
oEven without communism – there would have been an eventual boil over of tensions
created by prolonged inequality that would have rocked the hemisphere. They would
also still try to refute US interference in the region.
Once the alliance fro progress fails, US blames the oligarchy and the Guatemalan gov for not
supporting program.
Rigoberta Menchu – Rigoberta Menchu: An Indian Women in Guatemala
1. Subaltern experience of being a political outlier: unimportant and ignored, except when used
Forced to vote for different political leaders, they promised stuff that was never delivered.
Menchu became a leader of the CUC and fought for Indian rights. Indians were treated very
badly, and kept separated through language barriers.
2. Divisions within community, discrimination of Indians and understanding of post-colonial exploitation
and attempts at erasure.
She didn’t leave at home anymore, and started to realize that everyone has different
experiences but that they all lived in poverty.
Separated by language, but the barriers didn’t mean anything as they were all in the same
situation as all their problems lay in ownership of the land, and that country's riches were in the
hands of a few.
Spaniards and mestizos were above/superior the Indians even if they lived in the same
conditions. Schooling didn’t teach Indian culture/values (tried to erase Indian identity).
3. Explores the sheer level of violence that occurred in the name of preventing communist subversion.
Fear, torture and propaganda used as means of control. Section of her work thought to be embellished
as she was not actually there to witness the death
Descriptive death of her younger brother, how he was tortured and killed. Military made
everyone witness the execution of so many.
4. What the government was willing to go to, and also dedication of people to the cause
