Mubarak had a holding of the status quo: maintains the camp david accord agreement, much more of a reactive (reactive pragmatism) foreign policy under his leadership in the arab world it had previously. Current situation in egypt is messy: different groups of different ideological backgrounds are struggling with one another to dominate the political scene, have people arguing that there is a struggle between political islam (brotherhood and other islamist groups) and liberals (secularists, minorities, etc. ) Article 95 states that the minister of defense is the commander in chief of the armed forces; is appointed by the officers of the military: minister of defense is supposed to be a civil office, no one has actually addressed the issue of the make up of the egyptian state in terms of political institutions, most have been preoccupied with the issues of rights and freedoms (economic, political, human)
