Un charter: general prohibition of the use of force (art 2. 4) Humanitarian interventions not part of the charter. Self-defense art 5. 1: first time wars we declared illegal under intl. Also called pact of paris, (aug. 27, 1928), multilateral agreement attempting to eliminate war as an instrument of national policy. It was the most grandiose of a series of peacekeeping efforts after world war i. Self defense: use of force must be in response to prior armed attack. Not in response to imminent armed attack: individual /collective/ preemptive, using force preemptive vs. preventive. Preemptive use of force is when armed attack is imminent. Preventive use of force is when armed attack is anticipated in the near future. Nothing you can do to prevent it /from/ happening. Nicaragua case: argued nicaragua was giving aid to opposition groups in el salvador. Use of force of us against iran was not justified.
