If your neighbor is a police and is not on the job and mistreats you- not charter case. So pay attention to place where violation took place. If outside of canada and you sue canadian entities- yes if they wear public functions sometimes. To see if it"s a legal (cid:395)uestio(cid:374), ha(cid:448)e to see if it (cid:448)iolates the (cid:396)ights of people. Claim that the right has been violated and the court will stand to decide if you fulfill if your right has been violated or not. Now a days the courts define it extensively because of notion of policy making. If they find it concords with the aim and purpose of the charter.
