National pledges that were made by countries ahead of the conference is part of the parameters of the paper and the simulation. A bunch of ngos have made these pledges as part of their tactics to shame certain countries. T use the pledges made by france (my country) and potentially paris city gov"t (my character) (council of paris???) to plan my paper. If i"m a non-gov"t actor, then i can pressure the state by networking with other ngos. For those 72 hours, use her email to send her information. She is her own arbiter, so she doesn"t have to publish my stuff, and she can publish things that no one tells her about but that she hears about. My objectives are already broadly framed by the organization that i"ve picked, and then there is some room for maneuver for me to be creative.
