The structure of a healthy community: the 80-20 rule. 100% of community members contributing to a functioning society = unrealistic. 80-20 rule: 80% of members contributing; 20% not if at least 80%, group will probably be successful. Designed to make sure 80-20 doesn"t become 75-25 [a tipping point ] or lower - the well-functioning 80% keep the 20% in line. Failed state = the state is in such chaos that you cannot even count on living in that state with any con dence, and you certainly cannot imagine that you can get an education, a job, etc. You can be sure any and every group is worried about the 20%, the non contributors because they risk possible failure spend many resources keeping this group in line. We focus on this group because they cause the most disturbances. Actors in a sitcom the kid usually outsmarts the adults; woman is well-functioning and the guy is usually the jerk (the 20%)
