We pursue romanic goals the same (focus atenion, give efort, and persist). But the issue is that in romanic relaionships, everything has to be reciprocal. It happens not infrequently, that we select a person to pursue who does not reciprocate our feelings. Yet, because it"s a goal and we have this acion plan, it happens that we keep focusing atenion, give efort, and persist. Issue of moving from goal pursuit to goal disengagement. Romanic, passionate love that is felt by one person toward another person who feels substanially less atracion toward the lover. (a relaionship that fails to form) since it is one sided. Not person pursuing and then the other saying no would end the goal.
