The main reason for s. 91(24) is the protection of aboriginal peoples against local settlers, whose interests lay in an absence of restrictions on the expansion of eu settlement. The idea is that the more distant level of govnt- federal would be more likely to respect indian reserves against the interests of local majorities. A second reason is the desire to maintain a uniform national policies respecting the indians.
