The montreal mayor"s office has an unexpected budget surplus of million. In a bid to democratize the allocation process, it has issued a public rfp (request for proposals) to solicit project ideas from local organizations and advocacies. The entire sum will be targeted at one set of unmet needs. A panel of judges has convened a public meeting at which proposals will be heard and the allocation decisions made. Six local bodies, each representing a particular age or social group, have submitted proposals. Multiple stakeholders in the public sphere are also sending representatives to the meeting. While only local bodies will make a formal (10 minute) case for their group, public and political stakeholders will offer informal arguments, support, or criticisms.
