Difference between law and rule law has physical sanctions that can be imposed wih the authority of the state can be seen as the state protecting us from a marginal threat rule by various institutions, organizations, and can involve some forms of sanctions, but not physical punishment both are connected to cultural expectations ex) two rules at a resort in mexico: no reserving seats, no topless everyone broke the first, but not the second even without the rule #2, no one would be topless, bc taboo then why have the rule #2? bc in mexico, cultural norm differs so the rules are in place to indicate which normative behaviour is respected in a specific case societies differ in what constitutes severe departures from norms that are enshrined in the legal code, and also in the types and severity of punishment.
