Assessing performance: innovation and productivity growth require education and training. The tests are administered in a country"s official language (or in one of the official languages). Prose literacy - the knowledge and skills needed to understand and use information from texts, including editorials, news stories, poems, and fiction. Document literacy - the knowledge and skills required to locate and use information contained in various formats, including job applications, payroll forms, transportation schedules, maps, tables, and charts. Bearing that in mind: netting out the effect of immigration by focussing on the native born, italy, ireland and the uk still do poorly; Sweden, norway, the netherlands, and finland still do well, and denmark is added to the list; the us still does relatively poorly; German system appears to deliver young people rather directly to employment. Alberta youth through the post-secondary system into the labour market, 1996-2003 (2006) Krahn and hudson painted a somewhat different picture.
