In order to be powerful we must be large, if you"re large you have minorities in them. Not always overseas, russia and austria-hungary are not. At the end of 19th century, they filled up their european territory, border disputes. International structure changed, italy and germany unified. Germany became the great nation that upset the balance of power. Austria and germany made an alliance and bismarck also made an alliance with russia to avoid fight on two fronts: bismarck never wanted germany to be surrounded. Wilhelm ii soon comes to power and establishes a rigid alliance system. Germany and austria remain united in alliance. France and russia makes an alliance to threaten the central powers. Serbian nationalists is upset that austria annexed bosnia in 1908, many serbs live there.
