The darker zones are the collapsing states. A large part of the world is either failing or collapsed. There are also stable states (ex: canada). Since the end of the cold war, a lot of observers have been looking at this phenomenon of failed states (most important for international order). Human rights abuses, humanitarian disasters, immigration, regional violence, shelter for international terrorists etc. The vast majority of international crises centered around weak or failing states. When we talk about a failed state, we talk about the state capacity and building. Lack of state capacity in poor countries has come to haunt the developed world much more directly. (fukuyama) 1914: ottoman empire and austria-hungary were collapsing, we had about 55 countries in the world.
