Development of individual society, political party--- control of business. Seek, receive and impart information and ideas through and media and regardless of frontiers. Judge how well press is holding up ideal role it should play in society. Social responsibility theory: press should be free and should be untainted by other interest, though liberation theory failed to protect rights, help judge government and vote to keep government accountable, further free speech a key freedom. Media extension of individual right to free expression. Criticism: doesn(cid:495)t acknowledge that the private sector will eventually turn the media towards its own interests. In canada and europe it is possible to limit free speech based on a consideration of its consequence: for example a reporter limiting crime details to ensure accused gets fair trial.
