Contracts could last as long as 7 years. 1951: royal commission on national development in the arts, letter and sciences (massey- Rationale for support: overcome structural barriers, acknowledge that market rarely reflects value of art. The market value shouldn"t determine everything; just cares about money. Lack of financing, lack of awareness, the general sense amoung canadians that we aren"t very good.
