Governments are obligated to respect, protect, and fulfill set forth in international bill of human rights. Protect means that governments should prevent violations of these rights by third parties. Fulfill means governments should take steps to ensure. Full realization of these rights and create conditions under which people can be healthy. International peasants" organization are examples of an integrated health and human rights approach. Health as a right has come to mean healthcare services as a human right ; which becomes narrow because it talks about right to access certain biomedical technologies, such as drugs or surgical procedures. Determinants of health may be harder to realize than the right to health care. World leaders came together in ny in 2000 and created the mdgs. Critiqued as it only served to legitimize capitalist globalization. Also critiqued for a narrow definition of poverty.
