British put guns on merchant ships and sink submarines. Germans start unrestricted submarine warfare by not warning ships before sinking. This is how the lusitania (may 1915) was sunk: german sunk ship in exclusion zone, germans placed ads in newspaper in america not to use british ships, british and americas disregard warning, germans return to restricted submarine warfare. Germany fears british ships they stay at port refuse to go to sea. Germany risks by entering the russians and americans. 1917 bad year for allies (british ships) lost a lot of ships to submarines.
