The war ended in 1783 and there was popular despotism. Many extra-legal civic organizations emerged in america, provincial governments started to draft constitutions and revolt against the new federal governments. There was economic distress in america as the government could not pay their debts, especially to the people who they had given debt certificates. They were unable to pay them back and the people sold their debt certificates at cut-price. Shay s rebellion (1(cid:1011)(cid:1010)(cid:1012)-1787) a conflict between farmers and government in massachusetts, even going after the war where the farmers were angry with their new power ruling them, and they forced the courts to close. Whiskey rebellion (1791-1794) protest against new tax on distilled products, first on whisky. The people refused to pay the taxes and even killed a few officials. George washington had to lead a militia of 13,000 men to crush the rebellion. This revolt started in pennsylvania but spread to kentucky and south carolina.
